1. What is SME Digitalisation Initiative?
SME Digitalisation Initiative is a new grant initiative provided by the Ministry of Finance Malaysia to assist Small and Medium Enterprises (“SME”) to adopt digitalisation in their business operations. 

As announced in Malaysia’s 2020 Budget presentation, the Government will provide a 50% matching grant of up to RM5,000.00 per SME over a period of 5 years for the subscription of digital services that will enhance their productivity and competitiveness.

2. What are the grant details for SME Digitalisation Initiative?

  • Grant          
    This matching grant is limited to one (1) application per SME only, however, SMEs are allowed to apply up to three (3) digital services with one (1) or more service providers that is endorsed by MDEC (“Service Provider”).
  • Availability
    This grant facility is provided by the Government for a period of five (5) years beginning from 17th February 2020 or upon reaching 100,000 applications, whichever comes first. 
  • Fees
    No fees imposed. 

3. What are the Digitalisation services available under the SME Digitalisation Initiative?
There are seven (7) types of digitalisation services available as follows:- 

  1. Electronic Point of Sale System (e-POS)
  2. Human Resource Payroll System/Customer Relationship Management (CRM)
  3. Digital Marketing / Sales
  4. Procurement
  5. Enterprise Resource Planning (ERP)/Accounting and Taxation. 
  6. Remote Working

4. Who is eligible to apply for SME Digitalisation Initiative?
SMEs that fulfil the following criteria below are eligible and encouraged to apply:- 

  • The company must be at least 60% owned by Malaysian; 
  • The company must be registered under the relevant laws of Malaysia and classified as SME;
  • The company have been in operation for at least one (1) year; 
  • For the company which have been in operation for one (1) year, the company is  required to have an annual minimum sales turnover of RM100,000.00 for the first year; and
  • For the company which have been in operation for two (2) years or more, the company is required to have a minimum sales turnover of RM50,000.00 for the preceding two (2) consecutive years.

5. What are the documents required for my application?
Applications are to be attached with the following supporting documents: 

  1. Copy of Identity Card or Passport of Director (s) / Partner (s) / Proprietor(s), whichever is applicable.
  2. Copy of business registration licenses (CCM, Form A/B, Form 24 & 49 and M&A or any similar forms under the Companies Act 2016).
  3. Audited financial statement for the last financial year and the latest management account. (if any) or evidences of sales turnover (if any).
  4. Company’s bank statement for the last two (2) months.
  5. Company’s profile (if any).
  6. Invoice/billing and service agreement from authorized vendor listed by MDEC.

6. How to apply for SME Digitalisation Initiative?

  1. The SME must contact and appoint one or more panel of Service Providers listed by MDEC to perform any of the Digitalisation services available (maximum of 3 services). 
  2. Only the SME is authorized to complete and submit the application form with the relevant supporting documents to any of the Banks’ branches or via company official email.  Appointment of any third party for collection and submission of application forms  to the Bank is not allowed. 
  3. Once the SME’s application is approved, subject to the total invoice amount, the Bank will make a direct 50% payment of the total invoice amount or up to RM5,000.00 to the Service Provider in one lump sum payment or in stages based on the Bank’s discretion.

The Small and Medium Enterprise (SME) Digitalisation Initiative ("the Initiative") is offered to small and medium enterprises under the 2020 Budget to obtain digitalisation services from service providers registered with the Malaysia Digital Economy Corporation (MDEC)("Service Providers") to guide and provide digitalisation services to SMEs.

Digital areas for this initiative is limited to the seven (7) areas as stated below:-

  1. Electronic Point of Sale System (e-POS)
    The use of software such as Point-Of-Sale designed to help SMEs run businesses more effectively.
  2. Human Resource Payroll System / Customer Relationship Management (CRM)
    A system that simplifies and manages a company's payroll process and procedures and any matters relating to human resources.
  3. Digital Marketing / Sales
    Digital marketing services that offer marketing of products or services on the internet,via applications, display advertising and any other digital mediums.
  4. Procurement
    Service that offers business-to-business, business-to-consumer or business-to government purchase and sale of supplies, work and services through the internet as well as other information and networking systems.
  5. Enterprise Resource Planning (“ERP”)/Accounting & Taxation
    Database service that supports processes and operations including manufacturing,marketing, financial and human resources.
  6. Remote Working
    Adoption of digital solutions that enable businesses to carry on business functions offsite. This often involves the use of digital hardware and software to enable remote communication and data exchange.
  7. E-Commerce
    Adoption of digital technologies by transforming buying and selling of products over the Internet, and the services that support such activity, including marketing, development of online sales platforms, delivery services, and more.

SME Digitalisation Initiative eligibility requirements

SME must possess the following criteria;

  1. The SME is at least 60% owned by Malaysian individually.;
  2. The SME is registered under the relevant laws of Malaysia and classified as SME;
  3. The SME has been in operation for at least one (1) year
  4. For SMEs which has been in operation for one (1) year, the SME is required to have an annual sales turnover of RM 100,000.00 for the first year; and

6. Is Internet access required for Microsoft 365 & Onedrive for Business?

Internet access is required to install and activate all Microsoft 365 plans and to manage your subscription account. Internet connectivity is also required to access Microsoft 365 cloud productivity services, including email, conferencing, IT management, and other services.

Microsoft365 Business Standard includes the desktop version of Office, one of the benefits of having the desktop version of Office applications is that you can work offline and have the confidence that the next time you connect to the Internet all your work will automatically sync, so you never have to worry about your documents being up to date. Your desktop version of Office is also automatically kept up to date and upgraded when you connect to the Internet, so you always have the latest tools to help you work.

OneDrive for Business is useful for accessing your data from anywhere you have an internet connection as well as from various devices such as notebooks, smartphones, and tablets. OneDrive offers 1TB of storage as well as real-time collaboration.

7. Can OneDrive do real-time online collaboration?

Yes, OneDrive can do real-time online collaboration. You have to open the document in Office Web Apps.

When someone shares a Word document with you, the email you receive includes a link that opens the document in your web browser: in Word for the web. Select Edit Document > Edit in Browser.

9. What do I need to install anything in order to use Microsoft 365?

You don't need to install anything in order to use Microsoft 365. However, if you are on a Microsoft 365 Business Standard & Business Apps you will enjoy the latest features and capabilities with fully installed and always up-to-date versions of Outlook, Word, Excel, PowerPoint for Windows or Mac, OneNote and Access and Publisher (PC only).

Office Desktop Setup provides many benefits, including:

  • Automatically detecting necessary updates.
  • Installing updates and components upon approval or silently from a command line.
  • Automatically configuring Outlook and Microsoft Skype for Business for use with Microsoft Office 365.
  • Uninstalling itself from the client computer after running.

10. What will happen to my data if I cancel my subscription?

You should save your data before you cancel. If you decide to cancel your Microsoft 365 subscription, you can download your data—for example, your email and documents on team sites—and save it to another location. After you cancel your subscription, data associated with your Microsoft 365 account will be available to your administrator(s) in a limited function account for 90 days.

The Office 365 by Celcom (“Service”) is made available by Celcom to the Customer subject to these specific terms and conditions for the Service (“STC for Office 365”) which shall always be read together with the General Terms and Conditions for Celcom Enterprise Services (“GTC”)  published on Celcom’s Website as of the Effective Date (as defined herein). Nothing in this STC for Office 365 shall be construed as limiting any other rights Celcom may have under the Agreement unless specifically stated otherwise. This Agreement shall come into effect on the date of execution of the SAF by Parties (“Effective Date”) and shall continue to be in force until its termination or expiry in accordance with the Terms and Conditions. Customer may refer to the frequently asked questions (“FAQ’s“).

  1. Definitions
    In this STC for Office 365, unless the context otherwise requires, the capitalized terms have the meanings assigned to them below and in the GTC.

    “Service” means the Office 365 by Celcom Service which comprises Microsoft Office 365 Business Essential and Microsoft Office 365 Business Premium with the option to register a domain name at a monthly fee; and

    “User” refers to any person nominated and authorized by the Company to use the Service. 

  2. Period of Agreement

    1. The Customer agrees to subscribe to the Service for a minimum subscription period as specified in the SAF (“Minimum Subscription Period”).

  3. Provision of Service

    1. The Service is provided by a third party service provider, Microsoft Corporation (“Service Provider”). The Service shall remain the property of Service Provider at all times and does not at any time passes to the Customer.

    2. Customer may refer to Celcom’s designated account manager duly authorised by Celcom, channel managers or dealers for more information regarding the Service and to subscribe to the Service.

    3. The provision, receipt and use of the Service are non-exclusive and Parties may enter into similar arrangements with third parties.

    4. The Service is made available to both Celcom subscribers and non-subscribers.

  4. License

    1. Customer is granted the license to use the Service subject to the Terms and Conditions. 

    2. Customer may subscribe for a minimum of one (1) license and up to a maximum of 300 licenses at one time. 

    3. Each new license activated will be valid for twelve (12) months from the date of Activation (“License Period”).

    4. New licenses activated at any one time subsequent to the Effective Date shall be subject to the same License Period commencing from the date of the Activation. The License Period for each additional licenses shall survive the Minimum Subscription Period and in such event, the Terms and Conditions shall remain in full force and effect until the expiry or termination of the last activated license or upon termination of the all licenses by Celcom or Customer in accordance with the Terms and Conditions.

  5. Warranty

    1. Service warranty and any matter in relation thereto shall be between Customer and the Service Provider. Celcom owes no warranty obligations towards the Customer and shall not be liable for any claims in relation thereto.  

    2. Celcom does not warrant that the Customer’s use of the Service will be error-free, uninterrupted, available at all times, or that it be safe against any possible security threat.

  6. Fees, Charges and Payment

    1. There is no upfront payment or activation fee required upon registration. 

    2. The Customer shall have the options to either pay for the licenses on a monthly basis (“Monthly License Fees”) or on an annual basis (“Annual License Fees”) as specified in SAF. In addition to the Monthly License Fees and/or Annual License Fees, Customer shall also be responsible to pay the Applicable Taxes imposed by applicable laws for the Service. 

    3. The Monthly License Fees shall be paid in full (1 month) and the Annual License Fees shall be paid in full (1 year) regardless of the date of activation or termination. There will no refund of any Monthly License Fees or Annual License Fees in the event of termination of the Agreement or the license. 

    4. In the event of termination of the Agreement, Customer’s deposit (if any) shall not be refunded by Celcom but shall be applied to set-off any outstanding amount due from the Customer. 

    5. Customer will be provided with itemized billing for the Service in the Invoice.

    6. The Customer will be invoiced for the Service from the Effective Date in the billing frequency as per stated in the SAF ("Billing Frequency"). 

    7. The Monthly License Fees and/or Annual License Fees shall be paid by the Customer to Celcom within thirty (30) days from the date of Invoice from Celcom.

  7. Restrictions on Use of Service

    1. Customer may not lease, sub-license, transfer, loan or assign the license and rights to use the Service to any third party without Celcom and/or Microsoft’s written consent. Celcom holds no responsibility and liability for use of the Service by any unauthorized user in the event the Customer allows any third party to use the Service. 

    2. The Customer will not have any right, title or interest in the Service apart from the right to use the Service in accordance with the Terms and Conditions. 

    3. Customer shall not:

      1. carry out or permit to be carried out any additions, modifications, improvement, adjustments or replacement to the Service without the prior written consent of Microsoft;

      2. use the Service in way that allows the Customer to circumvent or disable features or technology used in the Service unless Microsoft specifically allows the Customer to;

      3. to decompile, disassemble, reverse engineer, or otherwise attempt to derive the source code for any part of the Service;

      4. to engage in any activity, outside of what is permitted by the Service, that otherwise interferes with the use and enjoyment of the Service by others; or

      5. to violate Celcom’s or any other persons or entities rights (including intellectual property and other proprietary rights).

  8. Customer’s Responsibilities and Obligations

    1. In addition to other responsibilities and obligations specified in the Terms and Conditions, Customer agrees and acknowledges that:

      1. the use of the Service is further subject to the terms and conditions and any other applicable terms and conditions set by Microsoft governing the use of the Service; 

      2. Customer shall be solely responsible for the Personal Data and Sensitive Data (as defined in the PDPA), if any, of the Customer and any third party disclosed, shared or stored on the Service;

      3. the custody and control of the Service must at all times be with the Customer;

      4. Customer shall be responsible to obtain and maintain all licenses, permits, consents, authorisations and rights required for the use of the Service at Customer’s own expense; and

      5. Customer shall cease to use the Service upon Celcom’s and/or Microsoft’s request.

  9. Celcom’s Rights

    1. Without limiting the other rights Celcom may have under the Agreement Celcom hereby reserves the rights to provide any information in relation to the Service and use of the Service by the Customer including but not limited to the web browsing history to the law enforcing agencies as and when required and/or requested by any lawful, regulatory, governmental or statutory authority.

  10. Limitation of Liability

    1. Pursuant to the nature of the Service which is provided by a third party, and not in derogation of the Terms and Conditions, Celcom excludes any liability and responsibilty related to the Service. 

    2. Celcom shall not be liable and shall not be responsible for any loss, damage, liability or expenses arising from claims of any nature including but not limited to cyber security threats, invasion of privacy, infringement of Intellectual Property Rights and breach of any laws or regulations arising from the use of, and reliance on the Service by either Customer or the Users. 

    3. Risk passes to the Customer immediately upon activation of the Service. Celcom does not control or endorse the Content, messages or information found in the Service, and we hereby disclaims any liability arising therefrom and any actions resulting from the Customer’s use of the Service.

    4. Nothing in the Agreement will limit or exclude the Customer’s liability in relation to: (a) Customer’s fraud, fraudulent misrepresentation, gross negligence, violation of applicable laws, or willful default; (c) Customer’s indemnity obligations; and (d) Customer’s payment obligations.

  11. Disclaimer of Liability against the Customer

    1. The Customer is responsible for the cost of the Customer’s Devices and connection. Customer is responsible to take reasonable precautions to ensure its use of the websites on the Device is free of viruses, hacking, spamming, worms, trojan horses and other items of destructive nature.  

    2. Celcom shall not be liable and responsible for the operation of the Devices that the Customer uses to access the Service. 

    3. Celcom will not be responsible or liable for any claims by the Customers or any third party arising from the act, omission or negligence by the Customer or by the Service Provider.

  12. Suspension

    1. Without limiting other rights Celcom may have under this Agreement, Celcom may suspend immediately, in whole or in part, with or without notice, the Service if:

      1. the Customer does not comply with any instruction or directive issued by Celcom from time to time in compliance with the relevant laws; or

      2. the Customer or any of its agents, officers, directors or employees has committed any act or omission which may adversely affects Celcom.

  13. Termination

    1. Either Party shall be entitled to terminate this Agreement by giving thirty (30) days prior written notice to the other Party without assigning any reason whatsoever. Celcom shall not be liable for any compensation and damages towards the Customer in the event Celcom exercises its right to terminate for convenience in accordance with the Terms and Conditions. However, termination by the Customer prior to the expiry of the Minimum Subscription Period will always be subject to a Termination Fee as specified in the SAF.

    2. Termination of any activated license by the Customer at any time during its respective License Period will be subject to the Termination Fee specified in the SAF. The Agreement will be deemed terminated in the event all activated licenses are terminated either by Celcom or the Customer for any reason whatsoever. 

    3. Termination of the Agreement at any time will render all activated licenses to be terminated and will always be subject to the Termination Fee specified in the SAF. 

    4. Upon termination of this Agreement: (a) the Customer’s access to the Service shall immediately cease; (b) the Customer shall be responsible to settle all outstanding amount due to Celcom in relation to the Agreement incurred up to the date of such termination.
